WCAG 2.0 is now also ISO/IEC 40500


Now Web Content Accessibility Guidelines 2.0 (WCAG 2.0) has become an ISO International Standard: ISO/IEC 40500:2012. This standard is exactly the same as the original WCAG 2.0 standard from W3Cs Web Accessibility Initiative (WAI). WAI is an effort to improve web for users with disabilities. Since users with low disabilities often require non-standard devices and browsers, WAI also benefits including mobile devices and smartphones. So if you already are a web designer using WCAG 2.0, you can now say that you also work with the ISO standard ISO/IEC 40500.

Web Content Accessibility Guidelines (WCAG) 2.0
W3C Recommendation 11 December 2008


Normally when you are programming with the WCAG 2.0 guidelines, it is normally to use development tools for this. But it can be interesting to read the guidelines step by step as well. The guidelines include recommendations for how web content can be more accessible to users with disabilities. Examples include blindness and low vision, deafness and hearing loss, learning disabilities, cognitive limitations, limited movement, speech disabilities, photosensitivity and combinations of these. If WCAG 2.0 guidelines are followed, it will make your Web content more usable to users in general. Universal design in Norway


ISO/IEC 40500:2012 and universal design increase accessibility for people with disabilities on the internet. This makes websites available so that everyone can participate. In Norway universal design of ICT solutions is a legal requirement ( 14 in the Anti-Discrimination and Accessibility Act). Websites aimed at the public must meet at least 35 of 61 of the success criteria in WCAG 2.0, which corresponds to guidelines on level A and AA with some exceptions. It's the Agency for Public Management and eGovernment (Difi) that enforces the law.

    Failure of Success Criterion 1.4.8 due to text that is justified


    Success Criterion 1.4.8 in WCAG 2.0 and ISO/IEC 40500 help users with cognitive disabilities to read text better. Content that is justified fails to meet Success Criterion 1.4.8. The reason is that people with certain cognitive disabilities have problems reading text aligned to both the left and the right margins. Justified text has uneven spacing between words making reading difficult, in some cases impossible (W3C, 2016). Below are two example codes: One that validates and one that doesn't:

    The Universal Design Act in Norway was updated on January 1, 2018


    ISO/IEC 40500:2012 and universal design increase accessibility for the users on the Internet. In Norway universal design of ICT solutions is a legal requirement (Section 18. Special provisions on universal design of ICT in the Equality and Anti-Discrimination Act). Websites aimed at the public must meet at least 35 of 61 of the success criteria in WCAG 2.0 and ISO/IEC 40500, which corresponds to guidelines on level A and AA. Not universally designed ICT-systems or buildings cannot compensated by beautiful design or architecture. The image below is an example of an entry part of an existing house not universally designed. Difi (Directorate for Administration and ICT) enforces the law, but does not deal with complaints about discrimination. Individuals, who believe they cannot use a not universally designed ICT solution, can contact the Gender Equality and Anti-Discrimination Ombud.
